2022 Income & Expense Operating Budget.
1. The 2022 calendar year Income & Expense Operating Budget is updated based on the ever-changing requirements of the day-to-day operations of Eagle Springs Association Inc.
2. The 2022 Income & Expense Operating Budget will be available on the Eagle Springs website in January 2022.
3. Projected Income for 2022 = $575,108. Projected Operating Expenses for 2022 = $533,179.

Forecasted Income & Expense Operating Budget for calendar years 2023-2026.
1. As part of the 2022 Income & Expense Operating Budget a four (4) year forecast model is included projecting the income and operating expense for calendar years 2023-2026 by detail account number.
2. The 2022 Income & Expense Operating Budget and the 2023-2026 forecast modeling will be available on the Eagle Springs website in January 2022.

Capital Expenditure Reserve Account for calendar years 2018-2025.
1. In 2018 a Capital Expenditure Reserve was established to cover major infrastructure repairs, maintenance, replacements, upgrades, etc.
2. At the end of each calendar year a budgeted amount of funds is transferred from the Operating Account to the Capital Expenditure Reserve account. Once funds are transferred to the Capital Expenditure Reserve, these funds cannot be transferred back to the operating accounts. Funds in the Capital Expenditure Reserve account can be moved from between the allocated projects.
3. The Capital Expenditure Reserve Account was funded without a specific Capital Expenditure Assessment is allowed by the Eagle Springs Association Inc. Declarations.
4. At the end of each calendar year funds are transferred from the operating accounts to the Capital Expenditure Reserve account. The amounts transferred are:

Eagle Springs Association Inc. Collection Policy. 

1 Eagle Springs Association Inc. working with the Nowack-Howard law firm have instituted  a Delinquency Collection policy that will be implemented immediately. This policy is: 

➢ Association Fees invoices are mailed to each resident at the end December of  each calendar year and all assessments are due by January 31st of each calendar  year. 

➢ Association Fees not paid in full by February 5th of the current calendar year will  have a 10% late fee added to the original Association Fee. 

➢ Interest will be charged at the annual rate of 7% on the unpaid balance starting  February 5th of the current calendar year. 

➢ Association Fees not paid in full by March 31st of the current calendar year may result in the resident delinquent account being turned over to the Eagle Springs  law firm for legal actions. 

➢ Eagle Springs Association Inc. strongly prefers to work with homeowners to  resolve delinquent balances through a mutually acceptable settlement, and  without legal action. Owners who have fallen delinquent or are facing financial  hardship should reach out to the Board to make arrangements for the  

delinquent balance. The Association will work with residents to structure a  payment plan on a case-by-case basis. Owners who reach out and agree to a  settlement with the Association may still have a lien placed on their home to  protect the Association’s interest during the payment plan.  

➢ Legal fees, lien fees, bankruptcy fees, lawsuit fees, attorney fees, etc., may be  assessed against the delinquent residents based on Eagle Springs law firm  current rates for such legal actions.

Annual Board Meeting




1. The Eagle Springs Association Inc. annual meeting will be held on Monday, December 6,2021 at 7:00 PM in the Community Center as required and stated in the 1999 By-laws.
2. This annual meeting will not have any topics that require a vote by eligible members, therefore no quorum is required.
3. This annual meeting will be for informational purposes only and will cover a variety of topics.
4. No dinner will be served. Refreshments will be available.

Annual Meeting Rules.

1. All members will be required to sign in the Community Center foyer.
2. Any member wishing to discuss a topic must indicate the topic they wish to discuss on the sign in sheet.
3. Before any discussion of member topics, the published agenda will first be completed.
4. Based on time availability valid questions from members will be allowed on topics on the published agenda. Discussion will be limited to 2 minutes.
5. Any member that wants to discuss in detail any topic on the published agenda, the member can email the Eagle Springs office (This email address is being protected from spambots. You need JavaScript enabled to view it.) and a board member will be contacted to discuss their concerns.
6. Based on time availability, the topics on the sign in sheet, that member will be allowed not more than 2 minutes for discussion of their concern. You need JavaScript enabled to view it.) and a board member will be contacted to discuss their concerns.
7. If a member has specific questions they would like to have addressed on any of the Agenda Reports, please email questions and topics to the Eagle Springs Office (This email address is being protected from spambots. You need JavaScript enabled to view it.).

Fishing in Eagle Springs

Fishing in Eagle Springs

In Eagle Springs we have a lot of opinions on fishing in the lakes or ponds. The water that is surrounded by homes is on private property. The other two bodies of water are posted “No Fishing and No Swimming.” As you may have noticed we have two fountains down right now for expensive repairs. Both pump failures were caused by fishing line sucked in and wrapped around the rotating mechanisms.

I just wanted you to be aware of where part of our budget goes for repairs that could be avoided.

Eagle Springs Gate Cameras

There has been some discussion about the Gate Cameras at Eagle Springs on unofficial websites. So I will provide some factual information about the cameras and the recent additions at Autumn Trace and Jamestown.

Our gate cameras record license plate numbers and a partial view of vehicles that go through the entrances to our Eagle Springs Communities. Until recently Jamestown and autumn Trace did not have cameras. The BOD approved purchase and installation over a year ago for those communities. Unfortunately for the last year and a half it has been very slow and hard to obtain equipment which resulted in a delay in the installations. Autumn Trace was delayed more because of the complexity of the electrical hook ups. Had to be tunneled under the wall and located in a different position than was originally planned.

The information on these cameras is no accessed unless we have criminal activity or vandalism in our communities. Then it is helpful information for law enforcement to track down and deal with the people involved. We can look for specific times and vehicles that coincide with the criminal activity. And these cameras have resulted in arrests of people.

They also assist in payments for damages to the gates when they are damaged by vehicles. WE have had two cases recently of gate damage. One resulted in over $ 9,000 in damages that is in court for recovery. The other resulted in over $ 6,000 in damages. The individual is known and has arrest warrant issued so that repair cost will be recovered also.

Eagle Springs is not monitoring your movements or keeping data on you. There is a limited look back time and then info is recorded over. We do believe it is a great addition to crime prevention in our communities and a benefit to all of us. The camera operations are a very small portion of our annual budget.

The Board of Directors of the Eagle Springs Association, Inc. is writing to communicate the process for the annual election of Directors to the Board and to update you on the upcoming annual meeting.

The 2022 election process is based on the 2008 By-Laws. The 2008 By-Laws are the 1999 original By-Laws with two additions. Please see the Association’s website to download and review copies of such governing documents.

After a review of the Association’s governing documents, the Association’s new legal counsel, Nowack Howard, advised the Board that the 2016 amendments to the By-Laws were not validly passed and are therefore unenforceable because there was not a sufficient number of votes in favor of the amendment as required under Article IV, Section 4.06 of the 1999 original By-Laws. The 2016 amendments were presented and voted on based on legal advice at the time. In light of NowackHoward’s advice, the Board intends to move forward and use the 1999 original By-Laws, as amended by the 2008 amendment (“Current By-Laws”), as the governing By-Laws of the Association. Specifically, the Board intends to govern the upcoming election of the Board pursuant to the Current By-Laws. The board of directors’ election timeline is tentatively as follows:

1. Nomination forms will be available in mid-September on the Eagle Springs website (eaglespringsga.net) and can be picked up at the Eagle Springs office.

2. Nomination forms must be accompanied by a not more than 200-word resume stating qualifications and what the candidate would do to maintain and improve operation of Eagle Springs Association Inc.

3. October 1, 2021, Nominations due by 5:00 PM. Nomination forms must be received on or before this date and time, not postmarked.

4. October 1, 2021. Nomination forms turned over to Nominating Committee.

5. October 4, 2021, to October 8, 2021, printing of election ballots.

6. October 11, 2021, to October 15, 2021, ballots mailed to members.

7. November 1, 2021 ballots must be received by 5:00 pm (not postmarked). Following receipt, ballots will be verified and counted by the Election Counting Committee. Each member (household) is authorized to cast one vote per open candidate position.

8. November 24, 2021. Mail Notice of Annual Meeting to members (Not less than ten or more than fifty days before meeting)

9. December 6, 2021, election results announced at annual meeting. Directors are elected by written ballots which have previously been counted by the Election Committee and the results are announced at the Annual Meeting along with the transaction of such other business as may come before the meeting.

10. December 6,2021 at 7:00 PM - Annual Meeting of Members. At the Community Center. (First Monday in December). No dinner.

11. December 7, 2021, election results posted on Eagle Springs website.

Pool Complex

The Pool Complex is now closed.  We will reopen the Pool Complex in May 2022.  Thanks.

Hargray Fiber Internet Representative

Morgan Hendrix the Community Relations Representative for Hargray Fiber Internet will have a tent set up in front of the Clubhouse/Tennis courts on Tuesday September 28th from 4-6 pm.  If you have any questions or would like any information please come out and talk/meet with Morgan.

Eagle Springs Community Yard Sale

Eagle Springs Yard/Garage sales on Friday October 8th and Saturday October 9th.
All you need to do is put your items out in your driveway or your garage.  Put a sign or ballons in your yard.  People will find you, we have done this before with great success.
It will be advertised by the Association.  The Association will put out signs with arrows that just say yard sales at entrances to Eagle Springs and the Major Neighborhoods off Eagle springs Drive, Houston Lake Blvd and Thompson Road.  You can participate either day or both days and you can close earlier than 4 PM if you want.  Steven Bush on Eaglesprings HOA (not official) facebook has offered to put together a flyer with addresses on it.  If you wish you may contact him to have your address listed.

Eagle Springs Community Yard Sale

Eagle Springs residents are having a community wide yard sale on Friday Oct. 8th and Saturday Oct. 9th from 8AM.-4PM.

All you need to do is open your garage or put the items for sale in the driveway. Put a sign up in your yard. We will advertise the sale.

Pool Update July 2021

When an accident occurs we want to resolve the issue as soon as possible. More importantly, we have to make sure we follow protocol to make sure the water is safe again before we reopen. The pool will be closed today July 2nd and tomorrow July 3rd. We are still shooting for our July 4th party on Sunday. We will post again as soon as we know for sure we are good to open Sunday.

Town Hall Meeting for Eagle Springs

Residents please note the meeting taking place in the Clubhouse on June 17th at 7 PM is not a sanctioned board meeting.  In order for it to be a minimum of 4 board members would have to be present.

Town Hall Meeting for Eagle Springs.  This Thursday June 17th. 7:00 PM at the Clubhouse. This is an opportunity for you to talk about your recommendations, suggestions, air your complaints and let the Board know what can be done better or what you like to see changed.  We want this to be an orderly and beneficial presentation to communicate with the board.  Each speaker (one at a time) will be asked to sign in with name, section of Eagle Springs you live in and EMail. We want to respond to you. Anticipate some time for us to look at  all the responses and provide feedback. We will post on Eagle Springs Email as much as possible. If we can make this work, it could be a regular periodic meeting. No decisions will be made and no solutions provided at the meeting. It is strictly your opportunity to express your opinions.
