2024 BOARD OF DIRECTORS ELECTIONS

TENTATIVE TIMELINES

 

  1. Nomination forms will be available by September 23,2023 on the Eagle Springs website (eaglespringsga.net), Eagle Springs Facebook, and can be picked up at the Eagle Springs office.
  1. Nomination forms must be accompanied by a not more than 200-word resume stating qualifications and what the candidate would do to maintain and improve operation of Eagle Springs Association Inc.
  2. October 7, 2023, Nominations due by 5:00 PM. Nomination forms must be received on or before this date and time, not postmarked.
  1. October 7, 2023. Nomination forms turned over to Nominating Committee.
  1. October 9, 2023, to October 14, 2023, preparation & printing of election ballots.
  1. October 16, 2023, to October 21, 2023, ballots mailed to members. Election ballots mailing to include the following documents:
  1. November 11,2023 ballots must be received by 5:00 pm (not postmarked). Following receipt, ballots will be turned over to the Election Counting Committee. Each member (household) is authorized to cast one vote per open candidate position.
  1. December 4,2023. Election results announced at annual meeting. Directors are elected by written ballots.

PAYMENTS

"Effective immediately any payments to Eagle Springs Association Inc. must be in the form of a check, credit card, debit card, or money order.  Cash will no longer be accepted due to security reasons as advised by our accountants and attorneys. Credit and Debit card payments must be made in person in order to provide a proper audit trail of such payments.

2023 Pool Access Passes

Effective with the 2023 Pool Complex operating season a new security access system will be implanted for resident access to the Eagle Springs Pool Complex.

ACC Committee

Architectural Control Committee

1. Each subdivision Covenant (Declaration) contains verbiage stating that each subdivision requires the establishment of an Architectural Control Committee.

2. The ACC (Architectural Control Committee) is responsible for Covenant enforcement in all areas of their specific         Covenants for their specific subdivision.

3. To date there are no established ACCs in any of the 12 subdivisions in Eagle Springs.

4. Each ACC is responsible for the enforcement of their subdivision Covenants.  

5. The Board of Directors will not be responsible for policing each subdivision to document Covenant violations.  

6. The documenting of Covenant violation is the sole responsibility of the ACC in each subdivision.

7. The Board of Directors will assist each ACC in the mailing of written notices of the Covenant violation to residents that are in violation of their subdivision Covenants.  

8. The Board of Directors will take legal action against Covenant violators when all other options have been exhausted.

9. Being a member of the ACC in a subdivision shows community pride and caring about the appearance of homes in their subdivision.

10. To start the ACC in each subdivision the Board of Directors is asking for volunteers to put together the ACC for their subdivision and to become familiar with the Covenants (Declarations) for their subdivision.

The following paragraph is taken from the Covenants (Declaration) that is included in each subdivision covenants.

6.1.1 Designation of Committee- The Subdivision shall have an Architectural Control Committee, which shall consist of three (3) members who shall be natural  persons, and who shall be appointed by a majority of the record title owners of the total number of lots then subject to this Declaration voting in person or by proxy at a meeting duly called for such purpose, written notice of which shall be given to all such owners' at least thirty (30) days in advance and shall set forth the purpose of such meeting. PROVIDED, HOWEVER, until December 31, 1999, the appointment of the members of the Architectural Control Committee must be approved by Declarant, and any and all members of such committee may be removed with or without cause by the majority vote of the owners in the same manner and upon written notice and/or by the Declarant. After such date, the owners shall have the exclusive right and power at any time and from time to time to create and fill vacancies on the Architectural Control Committee

Eagle Springs Swim Diaper Requirement

In order to prevent accidents that result in closing the pool for sanitization:
All children under four (4) years old must wear a quality swim diaper.
These are leakproof, and reusable. They can be washed and used over again many times. They can be worn alone, no additional diaper is needed.

Eagle Springs HOA is providing one for each person under four that is going to be in the water. Only one will be provided to each child, and they must wear them in the water. You may order additional ones in different colors if you want to on Amazon, or some Walmarts carry them. They are $12-$14.

Your child should try the suit on to make sure they fit tight. They do run a little big.

Eagle Springs Pool Bad Weather Policy

BAD WEATHER POLICY

Everyone out of the pool! That's the last thing you want to hear when you're taking a dip in the outdoor pool.  Swimming is serious fun. So is safety. That’s why we want to remind you of our outdoor pool weather policies.  

When inclement weather is imminent and pool is open, our staff monitors incoming threatening storms very closely. Evacuation of the pool complex is required when audible thunder or visible lightning is observed or when lightning gets to ten miles distant. The pool must remain closed for 30 minutes after the last observed thunder or lightning before resuming swimming pool activities.

Following national guidelines regarding lightning and pool safety, both outdoor and indoor pools must be cleared during a lightning and thunderstorms.  That means all pools remain closed for 30 minutes after the last clap of thunder.  The pool enclosure must be evacuated to wait out the storm, sheltered areas are not considered safe. The reason for the pool evacuations is because lightning is unpredictable and when it is in the area it can travel large distances to meet conductors such as large bodies of water like pools.

LIGHTNING FACTS · Lightning kills more people in the U.S. than hurricanes and tornados combined. · The average storm is 6 - 10 miles wide and moves at 25 MPH. · 13 percent of all lightning incidents involve swimming, boating, or fishing. · Thunder is usually heard up to 12 miles from a lightning strike. In other words, if you can hear thunder, you’re in danger of lightning. · Lightning strikes can reach up to 10 miles.

If a threat of lightning is observed during operating hours, causing unsafe weather conditions, the pool will be cleared and closed. Staff will remain at the pool and attempt to reopen the facility as soon as possible. If it is not feasible to open after ONE HOUR the pool will remain closed for the day.

If there is severe inclement weather at the time of our scheduled daily opening (10 AM),  the pool will remain closed. If the severe weather has COMPLETELY CLEARED and no further severe weather forecasted by 2 PM, the pool will open at that time. If the pool closes any time after 6 PM, it will remain closed for the day.

There is another type of temporary pool closure tied to inclement weather which is when rain shower makes it impossible to clearly see the pool bottom. The pool deck will be closed and pool users may take shelter under cover and remain in the pool area. This kind of temporary closure comes and goes a lot quicker than thunder and lightning protocol because once the rain subsides and the pool bottom is visible the pool opens.

In some cases we may need to retreat the pool after excessive rainfall

As rain runoff collects on the pool deck, it can start to filter into the pool, carrying any outdoor contaminants along with it, the precisely calculated chemical concentrations of the pool can be thrown out of balance. Rainwater also affects the specific chemical gradients of the following:  pH levels, alkaline levels, calcium hardness, and chlorine levels.

Even though such imbalances are nearly impossible to detect with the naked eye, they could result in unanticipated adverse health effects. Obviously, this is a complication that both swimmers and lifeguards wish to avoid, which is why the pool may need to shut down for a period after rain for treatment.

Please follow all Lifeguards instructions in the event of bad weather!!

6. SWIMMING POOL RULES (also see the Eagle Springs website) 

Pool Access: Access to the swimming pool at Eagle Springs is restricted to residents and accompanied guests only. Guests MUST be accompanied by an ADULT (18 years and older) resident of Eagle Springs. No individual group will exceed household members plus six [6] guests. 

Residents must show proper identification for proof of residency at Eagle Springs upon entering the pool complex. 

Residents that are not current on their association fees will be denied access to the pool complex.

Residents are responsible for the behavior of their guests. Residents and guests swim at their own risk. Eagle Springs Homeowners Association, Inc. assumes no responsibility for accidents or injuries. 

Pool Hours: The pool is open every summer from 10:00 am to 8:00 pm Tuesday through Sunday from mid May through Labor Day. Pool complex is closed on Monday for cleaning and chemical treatment. The pool may be closed by management at other times due to inclement weather or other existing unsafe conditions. 

Safety Rules

Children under the age of 16 MUST BE accompanied by an adult [age 18 and above). Parents are ultimately responsible for the safety of their children. No running, fast walking, wrestling or games are allowed on the concrete decks around the pool. Games include throwing any balls or objects of any type, such as frisbees, or wet objects into or over the pool are not allowed. 

Flotation devices are allowed. → No diving is allowed from any location within the pool complex. 

Beach balls [soft type] may be used in the pool. 

► Swimmers are not allowed to play on the rope[s] separating various sections of the pool. 

Pushing or throwing people into the pool is not permitted. > Jumping the gate or fence is not permitted. » Alcoholic beverages are not allowed in the pool complex under any circumstances. › Skateboarding, rollerblading, and bicycle riding are not permitted in the pool area. > Pool Parties are not allowed under any circumstances 

Pool Cleanliness and Courtesy Rules

Only swimmers wearing bathing suits will be allowed in the pool. No jean shorts are allowed. No pampers or diapers are allowed. "Little Swimmers" or the equivalent are permissible. All trash must be placed in the proper receptacles. At no time shall anyone interfere with personnel designated by the Eagle Springs Homeowners Association, Inc. to manage the pool, whether lifeguards, Pool Committee members, or association staff. 

All food must be consumed in one of the two picnic areas, Eagle's Nest and Eagle's Roost. Glass containers are not permitted. 

No foul or profane language or loud, boisterous talk will be permitted. Violators will be subject to ejection from the pool area for the rest of the day. 

Radio volume shall be maintained at a level that does not disturb other users of the pool.

Smoking is only permitted in the designated area next to the Eagle's Nest. 

No pets allowed in the pool complex. 

Violators: Violation of the above rules will result in an initial warning to the offender. A second or subsequent violation will result in removal from the pool area by pool management and/or appropriate law enforcement. In addition, violators may be subject to suspension of pool privileges for a reasonable period, as determined by the Eagle Springs Homeowners Association Board of Directors. 

Failure to comply with instructions given by personnel designated to manage the pool will result in removal from the pool area, by law enforcement personnel if necessary. 

7. WATER SLIDE RULES 

ALL persons must be at least 48" in height to be permitted to ride the water slide. 

Pregnant women, people with heart conditions, people with neck or back problems, and people under the influence of drugs or alcohol are NOT permitted to ride the water slide. 

Only individuals wearing appropriate bathing suits may ride the water slide. Cut-off jeans, bathing suits with buckles, rivets or other hard objects may damage the slide or cause injury to others. Shoes, sandals or other footwear are also not allowed. 

A safe riding position is either sitting or lying feet first and arms crossed over the chest. NO riding "head first" is permitted. 

Only one person may ride at a time. Chains or double riding are NOT permitted. 

Exit the splash pool as quickly as possible after reaching the bottom of the water slide to avoid possible injury from subsequent riders, 

→ No swimming in the splash pool is permitted while the slide is in operation. 

► NO running or pushing on the stairs to the slide tower or climbing on the slide is permitted. 

The Slide may ONLY be used when THREE lifeguards are on duty.

Access Cards for delinquent accounts

Eagle Springs Residents that are delinquent in their current and past years Association Fees will have access to the pool complex, gym, and tennis court revoked until delinquent accounts are paid in full.  
The access cards will be deactivated and can no longer be used to open gates in gated communities.  Clickers will not be deactivated and will continue to open gates in gated communities.

GYM

Parents please remember that children under the age of 16 are NOT allowed in the gym due to safety concerns.  While you are working out they are playing on the equipment and can get hurt.  AGAIN NO CHILDREN UNDER THE AGE OF 16 ARE ALLOWED IN THE GYM.  THANK YOU.

Fishing in Eagle Springs

Fishing in Eagle Springs

In Eagle Springs we have a lot of opinions on fishing in the lakes or ponds. The water that is surrounded by homes is on private property. The other two bodies of water are posted “No Fishing and No Swimming.” As you may have noticed we have two fountains down right now for expensive repairs. Both pump failures were caused by fishing line sucked in and wrapped around the rotating mechanisms.

I just wanted you to be aware of where part of our budget goes for repairs that could be avoided.

Town Hall Meeting for Eagle Springs

Residents please note the meeting taking place in the Clubhouse on June 17th at 7 PM is not a sanctioned board meeting.  In order for it to be a minimum of 4 board members would have to be present.

Town Hall Meeting for Eagle Springs.  This Thursday June 17th. 7:00 PM at the Clubhouse. This is an opportunity for you to talk about your recommendations, suggestions, air your complaints and let the Board know what can be done better or what you like to see changed.  We want this to be an orderly and beneficial presentation to communicate with the board.  Each speaker (one at a time) will be asked to sign in with name, section of Eagle Springs you live in and EMail. We want to respond to you. Anticipate some time for us to look at  all the responses and provide feedback. We will post on Eagle Springs Email as much as possible. If we can make this work, it could be a regular periodic meeting. No decisions will be made and no solutions provided at the meeting. It is strictly your opportunity to express your opinions.
